In a large skillet, heat about \u00bc-inch of oil to medium-high.<\/p>\n\n\n\n
In a medium bowl, combine flour, salt, pepper, onions, and water. Add chopped scallops and mix gently.<\/p>\n\n\n\n
In batches, drop batter by the heaped tablespoonful into the skillet. Do not overcrowd the skillet. Fry fritters for about 3 minutes on both sides or until golden brown. Transfer to a pan lined with paper towels.<\/p>\n\n\n\n
